NOTICE OF PRIOR CONSULTATION 


1. Purpose of the public consultation

 

Following the termination of the port concessions and the transfer of management of the Grimaud marina to the public sector, effective January 1, 2022, the Commune undertook a feasibility study of the work required to make the port safe and bring it up to environmental standards.

A number of technical and environmental issues were identified at the outset of the study, linked to the ageing of the structure, accentuated by a lack of maintenance on the part of the former concessionaires, and a failure to adapt infrastructure and equipment to changing regulations and nautical practices.

 To remedy these problems, five main areas of work have been identified:

  • securing the entrance channel (1),
  • dredging the entrance channel and canals (2),
  • renovation of the harbour master's office and ancillary buildings (3),
  • modernization of port infrastructures (4)
  • and to obtain "clean ports" certification and create a light ecological mooring zone (ZMEL) (5).


In accordance with the provisions of article L.121-15-1 of the French Environmental Code and article L.103-2 of the French Urban Planning Code, this project to upgrade the marina's safety and environmental standards is subject to mandatory prior consultation concerning the redevelopment of the dykes of the entrance channel (1), the renovation of the Harbour Master's Office and ancillary buildings (3) and the modernization of port infrastructures (4).

It should be noted that prior consultation under the Environmental Code will take the place of mandatory consultation under the Town Planning Code for the "buildings" part of the project, which is subject to planning permission.

 

2. Duration of preliminary public consultation

 

From August 21 to October 21, 2024 inclusive

 

3. Consultation procedure

 

The terms of the consultation were approved by the Town Council on July 29, 2024 (available on mairie-grimaud.fr). In order to learn more about the issues at stake in the project, and to take part in its development:

  • For the duration of the consultation, the consultation files will be made available to the public, along with a paper consultation register, at the Port Grimaud harbour master's office during normal opening hours, as well as on the port and commune websites (portdegrimaud.fr - mairie-grimaud.fr);
  • Public meetings will be held at the Salle Arthur BAUCHET in the Blaquières sports complex on August 21, 2024 at 6:30 pm, September 12 at 6:30 pm and October 3 at 6:30 pm;
  • Neighborhood meetings will also be held on August 22 (PG1), August 29 (PG2-3) and September 5 (for professionals);
  • A dedicated page has been set up on the port's website - portdegrimaud.fr - to gather the public's opinions, including a set of thematic sheets (silting, guarantees of use, mooring plan, access and navigation...), question/answer sheets and 3D insertions.
  • The studies, contributions and responses will be published in the dedicated section of the port's official website (portdegrimaud.fr).
  • The results of this preliminary consultation will be made public.
